Storm Eleanor brings heavy precipitation and strong winds to the commune of Elbeuf in Normandy, France. Winter storm Eleanor has swept into most of northern Europe, including France and Germany after battering the UK, cutting power to tens of thousands of homes and affecting transport. Nine people were hurt in the wake of the storm in France, where gusts of more than 110km/h (70 mph) were recorded.
